Function The clerk-treasurer was responsible for both the administrative and financial records generated by the County of Waterloo. The duties of the clerk-treasurer were outlined in various by-laws and included the maintenance of all minutes and records created at council meetings, administering and retaining original copies of by-laws as well as functioning as returning officer for all nomination and election of councillors. The clerk-treasurer was also responsible for the financial accounts and ledgers maintained by the county.
Administrative History or Biography

The Clerk-Treasurer's Office succeeded the Clerk's Office and Tresurer's Office when the roles of clerk and treasurer were combined by Clerk Israel Bowman around 1880. On his death in 1896, Israel Bowman's son, Herbert J. Bowman assumed the position of Clerk-Treasurer. This position of Clerk-Treasurer continued with Samuel Cassell (1916-1942), Charles H.A. Stager (1942-1965) and John Amzin Barclay (1965-1972) until the dissolution of the County of Waterloo in 1972.
