Function The clerk-treasurer was responsible for all the administrative and financial records produced by the Town of Elmira. The clerk-treasurer attended all council meetings, acted as secretary and treasurer and sat on many standing committees. The clerk-treasurer was also responsible for ensuring local taxes assessed and collected were accurate as well as managing elections, and retaining copies of by-laws.
Administrative History or Biography

According to By-law 651 passed in 1937, the Clerk's Office was combined with the functions and duties of the Treasurer's Office, which previously had been separate. Irvin Clifford Ernst was appointed the first Clerk-Treasurer for the Town of Elmira.

Following Ernst, William O'Neill served briefly as Clerk-Treasurer from 1945 to 1946. He was followed by Donald E. Wade who was elected from 1947-1959. The last Clerk-Treasurer to be elected by the Town of Elmira was William D. Hill who served from 1960-1972.

The Town of Elmira was dissolved in 1972 with the establishment of regional government. Elmira was incorporated into the larger Township of Woolwich.
